Rosemary Garrett Ruddell age 81, passed away on Tuesday, March 16, 20201. She was born Rosemary Shelton Garrett, on October 2, 1939, in Norfolk, Virginia where she lived the first 11 years of her life before the family moved to Bartow, Florida in 1951.  Rosemary attended and graduated from Bartow High School in 1957.  She would go on to attend Florida State University for 2 years.

In August 1963 Rosemary was married to  Donald W. DeCoster, Jr and they had 2 children, Donald W. DeCoster, III and Catherine Vernon DeCoster Verdin.  Rosemary  went on to become a Real Estate agent and licensed Broker in Florida in the early 70's.  She moved back to Virginia in 1985, and she where she continued her work in sales, mainly real estate, until her retirement in 2004.  During that time, Rosemary met Craig L. Ruddell, Ph.D., and in May 1990 they were married.  Rosemary was always very active in the church, most recently as a member of St. Stephen's Episcopal Church in Newport News, Virginia.

Rosemary was preceded  in death by her husband Craig, and she is survived by her two children, Donald and Cathy, 7 grandchildren, Wes, Zack, Roy, Christopher, Drew, Spring, Hamid, and Saphia, and 4 great-grandchildren.

Rosemary's life will be celebrated 11:00 AM Tuesday, March 30, 2021. The service will be available by Zoom Meeting space.  To participate, please CLICK HERE by 10:55.
