Bradford "Carter" Windley Phillips, 63, passed away on April 10, 2024. Born in Richmond, he was raised in Ashland, Virginia. Carter attended and graduated from Lynchburg University and in 1986 he graduated from Campbell University School of Law in NC. He has been a resident of Hampton since 1990. Carter loved being an Attorney and the practice of law. He specialized in criminal, juvenile, and domestic relations. He was the owner of "The Law Office of Carter Phillips."
Carter was a diehard Green Bay Packers Fan. He never missed a game.
A long-time member of Immaculate Conception Catholic Church, Hampton, VA, he was also a member of the Knights of Columbus, ICC Council 16226.
Carter was preceded in death by his parents Walter Phillips and Joyce Phillips, and granddaughter, Aurora Elizabeth Baez Phillips. He is survived by his wife, Terri Holup Phillips and his son, John Carter Windly Phillips. Jessica and Ellie Wisniewski were also special people in his life. He loved Ellie like his granddaughter.
A Funeral Mass will be celebrated 11:00 AM Tuesday, April 23, 2024, at Immaculate Conception Catholic Church, 2150 Cunningham Dr., in Hampton, by Father John Grace. The family wishes in lieu of flowers, expression take the form of contributions to Komen.org for Breast Cancer Research in honor of his mother.
